4 мая 2017 года Клейтон принял присягу сразу же после инаугурации президента Дональда Трампа. Как сообщает Комиссия, под руководством Клейтона SEC смогла «расширить возможности предприятий любого размера по привлечению капитала на государственных и частных рынках при условии надежной и эффективной защиты инвесторов».
Были «усилены программы расследований и правоприменения, а также установлены различные годовые отчеты».
За период работы Клейтона, SEC смогла добиться приказов на выплату штрафов и возмещений средств на сумму более $14 млрд, вернув инвесторам $3,5 млрд.
2020 год стал рекордным в этом плане — регулятор взыскал $4,68 млрд, из них $1,26 млрд пришлись на ICO Telegram и токенсейлы криптовалютных компаний.
Также активно проводилась работа с информаторами. Им было выплачено $565 млн, вместе с рекордной наградой в истории существования программы — $114 млн.
При председательстве Клейтона регулятор признал, что биткоин и Ethereum не являются ценными бумагами, что позволило запустить регулируемые фьючерсы на базе этих активов.
Среди минусов за этот период — все еще не одобренные заявки на запуск биржевых фондов (ETF) на основе BTC.
