В консультативном уведомлении комиссар по вопросам страхования Деннис Фуна (Dennis Funa) заявил, что регулятор «прямо или косвенно не признает криптовалютные операции в качестве легальных инвестиций или средств обмена, связанных с любыми сделками в сфере страхования, аренды или здравоохранения».
Он добавил, что Комиссия по страхованию Филиппин признает ценность технологии блокчейн для обеспечения эффективности ведения бизнеса. Однако зарождающаяся криптовалютная технология также может использоваться преступниками в незаконных действиях, таких как отмывание денег, мошенничество и финансирование терроризма.
«Криптовалюта не выпускается и не гарантируются каким-либо правительством. Следовательно, ее стоимость зависит исключительно от рыночного спроса и предложения, что делает ее весьма спекулятивным инструментом, не подходящим для инвестиций», – отметил Фуна.

Фуна посоветовал потенциальным трейдерам внимательно изучать правила и положения, издаваемые контролирующими органами. Особенно внимательно чиновник посоветовал прислушиваться к рекомендациям Центрального банка Филиппин (BSP) и Комиссии по ценным бумагам и биржам (SEC).
Согласно правилам BSP, цифровые валютные биржи, работающие на Филиппинах, обязаны регистрироваться в качестве компаний, конвертирующих валюту. Кроме того они должны обеспечивать строгие меры безопасности для защиты своих клиентов и устранения рисков, связанных с торговлей цифровой валютой. Криптовалютные компании должны соблюдать все меры, противодействующие отмыванию денег, финансированию терроризма и обеспечивать защиту от технических сбоев.
