Обозреватель Arbiscan пишет, что последний блок (#4509808) в сети Arbitrum был сгенерирован примерно в 13:30 (МСК), соответственно протокол не работает около пяти часов.
Функционал смарт-контракта Sequencer обладает ограниченными полномочиями по управлению порядком транзакций. Это позволяет регистрировать операции пользователей немедленно. Передача средств через этот контракт является опциональной, сетевые клиенты могут его обойти.
45-минутный сбой уже был в сентябре 2021 года. Причина — баг Sequencer, который получил очень большой пакет транзакций за короткое время.
