На совещании в Министерстве финансов России должен был рассматриваться законопроект о регулировании рынка криптовалют. Об этом сообщил глава комитета Госдумы РФ по финансовому рынку Анатолий Аксаков.
По его словам, Центробанк занимает более жёсткую позицию. Между ним и другими ведомствами возникли непримиримые разногласия, которые и планировалось устранить на несостоявшемся совещании.

Премьер-министр РФ Дмитрий Медведев распорядился принять законопроект «О цифровых финансовых активах» во время осенней сессии. По словам Аксакова, депутаты Госдумы готовы сделать это. До переноса совещания он утверждал, что законопроект в целом готов. Оставшиеся принципиальные вопросы планируется решить в течение ближайших двух недель.
В первоначальной редакции законопроекта предполагалось введение определения понятия «цифровые финансовые активы». К ним относятся токен и криптовалюта. Кроме этого, закреплялся новый вид договора, который заключается в цифровой форме – смарт-контракт. Обязательства по нему исполняются с помощью цифровых финансовых технологий.
В упомянутом документе токен и криптовалюта признаны имуществом. Основные различия между ними определяются исходя из цели выпуска и количества эмитентов (один – токен, множество – криптовалюта). Ко второму чтению понятия «криптовалюта», «токен» и «смарт-контракт» из законопроекта исключены.
