В книге, вызвавшей протест у Трампа и давление Минюста США, «Комната, где это случилось», Болтон рассказывает о том, что Трамп давно планировал закрепить свою неприязнь к Bitcoinна на регулятивном уровне.
Такие выводы он сделал после услышанного разговора Трампа с министром финансов, Стивеном Мнучини, который имел отношение к санкциям и «тарифным войнам» с Китаем в 2018 году.
В июле 2019 года Трамп опубликовал твит и назвал Bitcoin «пустышкой» и «не деньгами». Также раскритиковал цифровые активы за возможное их использование в «торговле наркотиками и другой незаконной деятельности». Мнучин серьезно отнесся к разговору с Трампом и уже через несколько дней заговорил о разработке новых регуляторных требования для криптовалют во избежание их негативного влияния на финансовую систему страны. В феврале 2020 года на слушаниях в Сенате чиновник заявил о скором анонсе новых «значительных требований» к криптовалютам Сетью по борьбе с финансовыми преступлениями (FinCEN).
В Forbes считают, что новые правила FinCEN вероятно будут следовать рекомендациям Группы разработки финансовых мер борьбы с отмыванием денег (FATF), в том числе и в отношении так называемого «дорожного правила» (Travel Rule). Данное положение предполагает включение финансовыми институтами обязательной информации об отправителях и получателях средств и предпринимать соответствующие меры, если такая информация отсутствует.
