Член управляющего совета ФРС США Крис Уоллер в интервью American Enterprise Institute заявил, что властям США необходимо запустить CBDC только в случае значительного сбоя на рынке.
Также он высказал неуверенность касательно способности цифрового доллара стать ответом на текущие вызовы платежных систем. По мнению Уоллера, проблемы можно решить эффективно и оперативно используя другие варианты.
«У частного сектора уже в разработке более дешевые и быстрые платежные альтернативы по сравнению с аналогами в банковской системе. ФРС необязательно создавать CBDC с этой же целью», — добавил управляющий.
Кроме того, “CBDC не решат и проблему улучшения финансовой инклюзивности”, но вызовут вопросы в плане конфиденциальности. Подтверждая свою позицию, он привел данные FDIC — в 2019 году лишь 1% домохозяйств не был охвачен банковскими услугами в США.
Чиновник считает, что стейблкоины поднимают вопросы правового, регуляторного и надзорного характера. Их нужно решить до того, как стабильные монеты будут внедрены в систему. Уоллер напомнил о готовящемся докладе Рабочей группы по финансовым рынкам при президенте США.
“Нужно не забывать и том, что дизайн CBDC предполагает доступ ЦБ к огромному объему информации о владельцах счетов”.
А это может быть мишенью для хакеров, и сравнения с Китаем, который контролирует своих граждан через транзакции с цифровым юанем, добавил он.
Напомним, к изучению возможности выпуска CBDC ФРС приступила в феврале 2020 года. О начале разработки цифрового доллара стало известно в августе 2020 года.
