Совет национальной безопасности и обороны Украины (СНБО) сообщил о принятии решения по созданию реестра запрещенных сайтов. Информацию об этом сообщил член правления «Интернет Ассоциации Украины» Максим Тульев.
Он стал частью рабочей группы по вопросам технической реализации реестра. Эксперт планирует остановить разработку проекта, хотя и признает, что «шансов мало».
«Реестр в отличие от отдельных решений — штука, которая очень быстро масштабируется. Туда можно внести пол-интернета за раз», – сказал Максим Тульев.
Поскольку политическое решение о создании реестра уже принято, рабочая группа начнет полноценную работу с понедельника, 12 июля.
За последнее время СНБО значительно расширил свои полномочия, превратившись из Совета в регулятора, считает управляющий партнер Juscutum Артем Афян.
Афян отметил, что создание отдельного реестра указывает на недоверие к решениям украинских судов.
«Для юристов это означает отсутствие нормальной практики по анализу того, какие сайты надлежит блокировать, а какие нет. Контролирующие функции все-таки должны оставаться у надзорных органов, а не у СНБО», – сказал эксперт.
Среди сайтов в реестре могут быть и криптовалютные площадки, а также СМИ о криптовалютах.
